For over a decade, passageways for the irregular entry in the EU have existed in the Mediterranean, used by immigrants from Maghreb as well as from West African countries (Mali, Senegal, Gambia, Ivory Coast, etc.)

These flows were following a logic of economic migration where countries of Southern Europe have turned into the gateway to the continent and the first stage of a larger migration project.

The practice has shown that the Mediterranean is “a great communicating vessel”. The routes used by immigrants to reach Europe have slightly changed since the end of the 20th century, remaining clearly defined by land and sea.  The busiest routes are those towards Italy, Greece and Spain. When one of those routes is closed, the immigrants move to another until they find the doorway to the Old World.

Considering the trends, in coming decades Southern Europe will continue to receive most of the Mediterranean migration flow, which will be concentrated in Spain and Italy. In fact, 75% of the new immigration in the past years has reached those countries.

As a consequence, consideration should be given to migratory models in the European Union and the management of the migration flows in the southern countries, where geographical proximity will make irregular immigration have a significant weight.

 

Given the complexity of this issue, the study and discussion on the management and control of migration flows should be necessarily carried out from a comparative and interdisciplinary perspective. For this purpose, the Departamento de Derecho Público y Común Europeo (University of Jaén) and the Dipartimento di Scienze Politiche e Giuridiche (University of Messina) will hold in May 2019 an International Congress on “the control and management of migration flows in Southern Europe”. It is aimed at conducting a critical analysis of the new ensuing discussions and identifying the future challenges related to this field.

Some of the topics discussed (fully suggested) in the International Congress are as follows:

  • Border controls of migration flows.
  • Immigration by sea: routes to Spain and Italy.
  • The management of migration in countries of Southern Europe.
  • Illegal immigration and organized crime.
  • The expulsion of irregular migrants.

With these objectives, senior and junior researchers interested in contributing to the Congress are invited to send an abstract about any of the above-mentioned topics or any other topic relating to the control and management of migration flows in Southern Europe.

 

SUBMISSION PROCEDURE AND DEADLINE FOR PROPOSALS OF COMMUNICATIONS TO THE INTERNATIONAL CONGRESS

 

  1. Papers, communications and contributions may be written in English, Spanish, Italian and French.
  2. Those interested in submitting communications are requested to send an abstract (not exceeding 500 words in lengh) written in English, Spanish, French or Italian, with the author’s name, affiliation and a brief updated CV with contact details. The abstracts will be sent to Mrs Cristinas Salas (csalas@ujaen.es). The deadline for the submission of abstracts is 30th April 2019.
  3. The abstracts will be reviewed and selected by the Scientific Committee of the International Congress. The authors of the selected abstracts will be notified by 5th May 2019.
  4. The authors selected are expected to bear the travel and accommodation costs to attend the Congress.
  5. The conference papers and communications are planned to be published in a special issue of the scientific journal (fascia A) Ordine Internazionale e Diritti umani (http://www.rivistaoidu.net). Information about the publication process will be sent to the authors in due course.
